You are just looking at the shipping cost.  When you shipped your law books, who
paid for the shipping materials? Not the Post Office.  Who paid for packaging
the law books? Not the Post Office.  Who paid for delivering the package to the
Post Office? Not the Post Office.  Every business that adds the cost of sending
purchased merchandise to you charges S/H.  Shipping and Handling (not just
shipping).
