Ah, yes, seems so simple, just use the standard abbreviations.
     But! who wants to spend time learning or looking up a bunch of
"standard"
      abbreviations.  IMO it's just faster to write out the whole bloomin'
thing!
     And!  what if "the standard" is changed or lost in 50 or 250 years or
so?

Certainly using standard abbreviations is better than "made-up" ones, but
the
standards only exist I believe for large places like states or provinces or
districts.
Don't think they even exist for things like counties and or shires or French
departments.  I stand by what I wrote,  do not use abbreviations.
Abbreviations
are EVIL.   I write this having in my early days (before I knew better!)
used my
share of abbreviations.  But I have seen the error of my youthful days and
"mended my ways"!!!   :-)
