But to carry on with the analogy. If you close Excel and then re-open it,
the first file open will go back to the stated default folder.
However, with Legacy, the default has changed to be the folder last used.

The defaults are user preferences and should not be changed at the whim of
the software.

This is quite correct. In Excel for example, the first file open will
be from the default directory set in Excel. However, subsequent
File-Opens will default to the last used folder.
