In the Publishing Centre you choose Picture Scrapbook and add it to your
book (it is the last option on the left hand side)

How did you get a scrapbook included in a Legacy 6.0.0.73 book? I've been
unable to see any scrapbook pictures for Asa Brown using the sample file
and default loading. "No pictures found" even though a single scrapbook
can be viewed with captions.
I think you are the first person to mention a scrapbook in a Legacy 6 book
on the mailing list. Are you using a later Beta version?

separately, each picture has a caption. When I preview the book as a
whole, the Scrapbook section does not include those captions. Something
seems to be overriding the settings in the individual chapters. How do I
get captions showing in the book view?
