If the TIF pictures have LZW compression, Legacy's not recognizing them. You have to change them to uncompressed TIF or a different format. The ones you aren't seeing probably have the compression.
Personally, I have my archived pictures as TIF or high res jpg (my digital camera doesn't shoot in RAW or TIF) and then create jpgs for attaching in my file with a file size of around 150 KB. Legacy's happier with the smaller file size, creating reports needs less resources, the file size of reports with embedded pictures will be smaller, and if you decide to create web pages you'll need less server space.
