That sounds similar to the one I use, which was recommended for use with 
earlier versions of PAF, which actually came with a program called "Research 
Data Filer" (RDF for storing research information, which I still use.

And I keep them in the RDF program, which also relies on every document being 
given a sequential number.

The RDF program has two files - Documents and Data. 

And the sequential number for each Document is also entered in the Legacy 
"File ID" field for the appropriate sources, as a crsoss reference

This information goes in the DOC file

Actually Legacy supports it very well with the File ID field, and I think 
that keeping source indexes in another program is a much better idea. 

RDF also has a person index -- the Data file. You can index each person whose 
information is found in a source document.
