The copyright owner gave Github a license to distribute, by uploading it
there, but that doesn't extend to COPR.  I think COPR would have to rely
on the non-commercial use option, and that looks messy.  It also dilutes
the rule that software on COPR is free to use, which netperf clearly is
not.
