I think it's the opposite. I read this as "you are not charged for
permission to copy and distribute this file". Since this notice must
be preserved, I would say you can't charge to share this specific
file, but if it's part of a larger work, I don't read this as
prohibiting that. (In other words, you're charging for the larger
work, not this specific file.)

I am not a lawyer, though, so don't take this as an authoritative statement.
