I actually just had this one open to remind me that some clarification
for the link would be needed!
So, in terms of SPDX links, there would be two: one for GPL-2.0-only
and then one for Classpath-exception-2.0
I think in the case of exceptions, we could simply have the link to the
exception only (unless anyone disagrees with this solution).

Which does not exists. Is it:

or
https://spdx.org/licenses/LGPL-2.0-only.html for the part "GPL-2.0-only"
https://spdx.org/licenses/Classpath-exception-2.0.html for the part
"Classpath-exception-2.0".
So correct adoc string will be
https://spdx.org/licenses/LGPL-2.0-only.html[GPL-2.0-only] WITH
https://spdx.org/licenses/Classpath-exception-2.0.html[Classpath-exception-2.0]
