To make sure I understand the question - is 1 and 2 asking about two different approaches:

1 being to provide links to pages on https://rpmfusion.org/ <https://rpmfusion.org/Howto/NVIDIA>... that explain how a Fedora user can install video codecs themselves;
v.
2 being that those same/similar instructions would be reproduced on docs.fedoraproject.org pages instead of just a URL to a separate site?
