Reuters. 18 September 2001. Saddam Blasts Threats of War Over Attacks.

BAGHDAD -- Iraqi President Saddam Hussein on Tuesday condemned U.S.
threats of war in retaliation for last week's suicide attacks, saying
Washington did not yet have enough evidence on those who carried out the
assault.

"The United States has made the accusation before possessing the minimum
evidence," Saddam said in a second open letter to the West since the
attacks on New York and Washington.

Saddam said the United States was exploiting the attacks in order to
launch a war against countries which oppose its policy.

"Could this charge mean anything other than the desire to settle old
accounts, all based on the assumption that their foreign policies are
incompatible with American policy?" he said of the countries the United
States could attack.
