The War of Ambition

When war is undertaken for ambition and continued by whim, force is
the only argument to convince the people and to respond to the opinion
of those who disagree.

Then the political leader takes on a mysterious character and, to
disguise the perversity of his doings, explains them by riddles, so he
can then execute his real plans in secrecy.  

This is perhaps a useful translation.
