It looks like a bug of File Explorer.

Total Commander seems to be able to create a ".leo" directory. It also
can rename a directory to ".leo".
Also typing "mkdir .leo" in a cmd prompt seems to do the trick.
I've tested on Windows XP.
I would assume that the File Explorer treats ".leo" as extension and
gets confused by an empty filename (as in "the part before the dot").
