Ok, forget HOME.  When Leo is opening /some/arbitrary/path/aFile.leo
Leo checks for /some/arbitrary/path/myLeoSettings.leo and loads
settings from it if it exists, before loading settings from aFile.leo
itself.

The discussion seemed to be pointing towards this
becoming /some/arbitrary/path/.leo/myLeoSettings.leo.  If that's the
case, how would a Windows user
create /some/arbitrary/path/.leo/myLeoSettings.leo?

I suspect the answer is that Leo is still looking for
myLeoSettings.leo in /some/arbitrary/path, and perhaps that's fine,
although in general I think one new directory entry per piece of
software is a good limit.

But maybe /some/arbitrary/path/myLeoSettings.leo makes more sense
than /some/arbitrary/path/.leo/myLeoSettings.leo for settings
for /some/arbitrary/path/aFile.leo?

Just wanted to make sure that that case had been dealt with by intent
rather than by omission.
