The dox of node @string new_leo_file_encoding in Leo Settings reads:

"Important: Once a .leo file is created the <?xml..."> line can only
be changed by hand.  Alas, changing the <?xml..."> line by hand may
cause unicode errors the next time the .leo file is loaded.
Therefore, you should change the <?xml..."> line by hand only when
first creating a .leo file."

Doesn't seem to be true anymore: Changed from utf-8 to iso-8859-15 to
iso-8859-1 within Leo and the first line got changed by Leo. I didn't
do it by hand. I did this with a Leo file that exists for ages now.
