The light colors work for me, but the dark colors never get activated. Searching for solarized in leoSettings.leo yields many hits, not are of which are in the outline you mention. Clearly, enabling solarized colors is not going to be easy. I'll look into this, but it doesn't look like solarized colors are really supported. I lost interest in solarized colors for two reasons: 1. The contrast between light and dark colors was way too great for Leo. 2. The red border around the active pane is, imo, a much better visual cue. Incidentally, while testing I discovered that the red border does not appear with Python 2.x on Windows, but does appear with Python 3.x on Windows and everywhere on Ubuntu. Weird.
