The oldest open ticket dates back to June 18, 2004. Matthew, thanks for doing some of that work yesterday at a stab at initial reorganization.
A next step should be to also go through all these old tickets and see what is still relevant today as opposed to years ago. I imagine we'll find some is still relevant whereas other things have since been resolved or become obsoleted in favour of other fixes or bigger bugs.
