True.  /tools is a throwaway.  There's lots of stuff disabled in Ch. 5
toolchain or otherwise included in Ch. 6, but not in Ch. 5.  Unless
the patch is specifically needed to get something to build in Ch. 5 or
early Ch. 6, then it's unnecessary.
