As a data point, Fedora uses 2.6.9. http://cvs.fedora.redhat.com/viewcvs/devel/glibc/glibc.spec?r1=1.201&r2=1.202 As Alexander points out, our udev probably has minimum requirements, too. I recall that some of the rules will only work with 2.6.16 and newer kernels.
