I don't think I've ever seen this one.  However, I also see an
intermittent in Make's testsuite (SECONDARY) - it seems to
always fail the first time it is run, causing my jhalfs build to
break.  If I then clean up, and run jhalfs again, it completes
successfully.

It's caused by Groff-1.21 having changed its output.  See
#2823 and r9448.  It'll be fixed up when the next Man-DB
release is made.
