 No, all the later packages are free to install pages from
man-pages.  The pages from man-pages are in three groups:
(a) documenting the linux-kernel, probably up to date
(b) documenting basic posix stuff, so they are in man1p, man3p
(c) other documentation - much of it based on old info pages and
dating from the days when gnu maintainers would rather have used
proprietary software than deviate from putting all the useful stuff
in an info page.

 You still occasionally see a page that refers you to info for any
useful details, but most gnu manpages now give you at least some
indication of how to use a command before pointing you to info.

 So, because the documentation from the packages is likely to be up
to date (but items in 'c' above are not), the later packages can
update man-pages as they choose.
