It has also been mentioned that a link is bad when /usr is not a separate 
filesystem, but also do not forget that when in a jailed environment, a link 
would not be used.

The actual file would be copied to the jailed environment.

Redhat doesn’t support a separate /usr or any systemd at all past the version 
where they deemed /usr separate and invalid. Although I have a patch which 
fixes that.

Do not link. Copy is what should be done.

Since we have no control at what the user will execute, copying the TZ data 
file to /etc/localtime is desired.

LFS does not have a solution as it isn’t required. The user gets to choose what 
they want to do and how to achieve it. Just because a few major distros decide 
how it is to be done, doesn’t mean it is correct for the target audience of LFS.

I don’t know where /etc/localtime generated from, but it isn’t from the FHS. It 
is way before 1990 but I can’t find the source..
