I've checked several ftp clients:

- MC (yes, i know, mc is very buggy :)) :
ftpfs: Reading FTP directory
Could not parse
More parsing errors will be ignored
And then mc doesn't display all dirs.

- nftp:
18:59:05 CWD /pub/X
18:59:05 250 Changed directory successfully to '/pub'.

- cftp - the same as above

This ftp clients worked good:
lukemftp, yafc, gftp-text, netkit-ftp (from 'ftp' package in debian),
ncftp

If you can reproduce this behaviour than yes. I'm using cvs version of
openftpd (0.30.2 or sth like that). I think i'll try "stable" version -
0.29.4
