Because they are cruft - easy to restore in the unlikely case they are
needed, pointless clutter in the meantime.

I could not be bothered to test, but I'm quite sure that many of them
will fail to compile.  In the past, when I reenabled some commented-out
code block it would often fail to even compile ...
