Sounds like you are confusing framerate with timebase. Timebase is
nothing more than a fraction used to describe PTS values. Libav will set
the timebase to whatever it needs in order to be able to describe all
timestamps encountered in the stream.
I'm not confused, it's just misuse of terminology because the time bases
are printed as inverses by the CLI. They're labelled tbn, tbc, tbr
despite being printed as inverses.
