There is a LGPL basic h264 encoder for FFmpeg (see patch on ffmpeg-devel), but it's by far not as good as x264.
Looking through the archives I sawy a mention of a FFH264 encoder that is being worked on. Thanks for the tip, I'll keep an eye out for the patch.
