Peter-- Re: PRIs, yes L3Cs can accept PRIs -- one of the advantages. I think L3Cs are easier to set up than nonprofit corps/501c3s, but obviously don't have the same characteristics. Depends on whether you want grant funding or not. It's getting easier to manage and finance L3Cs, but they're still not in every state and people are still a bit wary, I think.
