https://www.betterplace.org/ covers Paypal and other transaction fees for projects that "are aiming to make the world a better place". They ask for donations when someone donates to your project, but it's not required. Unless you are a registered German charity, each campaign is limited to 2500€ per "item" and you can only withdraw 2500€ per quarter.
