Doctors (and nurses) have better unions and better lobbyists.  You can have
felony convictions and still practice in NY.

NY Law specifically states that only convicted felons can be barred from EMS
certification.  In reality, the NY Department of Health has made itself the sole
arbiter of who can be an EMT/Paramedic and regularly suspends/revokes
certification for the most idiotic of reasons.  Most people in this situation
don't have the money to take DOH to court.
