Nah, you can't pan a camera that fast.  What it most likely is is, a
bunch of cameras!  Each takes a STILL SHOT, each at a different fixed
location, a quick flash, then the stills are assembled to make what
LOOKS LIKE a motion picture.  That way it can achieve any apparent
speed of camera panning or motion at all, up to and including infinity.
