Taken by who? Given to who? On what authority?

And who decides when that authority is being abused? Who pays the 
costs of the exercise of that authority, investigations, reparations, 
restitutions, etc?

That is the problem with intervention. Each intervention causes 
problems which call upon more intervention to solve them, each of 
which causes problems which call for more interventions, ad 
infinitum.

As an alternative, respect the decision of a kid to leave their home 
regardless of age.

Liberty doesn't create utopia. Utopia is a _planned_ society, run by 
perfect philosopher Kings. Given a little thought, utopia is also 
impossible.

What is possible is to give each other the maximum room to make 
individual choices for individual happiness. That includes helping 
out someone who is in trouble, but as an _individual_ action, with 
individual responsibility for that act, not institutional with its 
inherent problems of "limited liability".
