That's exactly right.  I wanted to optimize FE::reinit() (which
includes some of the most significant inefficiencies in the library
for some of my problems) as much as possible, but I didn't want to
break anyone's existing code.  So in case someone does a reinit()
after asking for *nothing*, I assume that we should be prepared for
them later asking for *anything*.

So do most people, I think.  Perhaps --enable-second should now be on
by default, or at least should be part of --enable-everything?
