When testing before, I also noticed that *clicking* the mouse wheel, then moving my mouse up or down scrolled slower or faster depending on distance moved (which seems correct), if that helps regarding bug 85677. My download of the nightly build seems to stay under 65 KB/s, even though I've retried a few times. That's a couple hours to download the Windows .msi, ouch. (Meanwhile the normal installer download from LibreOffice.org maxes my connection at 12 MB/s. I'm in US.)
