IIUC the steps, you are using the keyboard arrows (after initially positioning the mouse pointer at a specific location), so the autofill handle (right-bottom corner of the cell) should not be in play at the end of your steps. Using modifier keys (shift, ctrl, alt) with the arrow keys (or with home, end, pgup, pgdn...) in order to either move or select areas is all normal expected behavior.
