The reporter doesn't confirm their own bug report (unless it's a developer who's found a proper error in the source code etc.) When something is obviously a bug, a second user can just confirm it. If it's not clear whether something is just an implementation bug or some kind of intentional design choice - we typically call for a UX evaluation with the needsUXEval keyword.
