XML file with only one entry and indifferent encoding. Try to import to Calc.

Open a new Calc file.
Try to import the attached xml file through Data → XML Source.
No structure of the file will be shown.

Try to open the file through a browser like Firefox.
Structure and entry will be shown.

This file is a (very) small part of a file with about 8,6 MB data. It is
publishes by German "Bundesnetzagentur" - so no chance to get it in another
format. The original couldn't be imported to Calc, but could be seen in Firefox
and also in Excel.

Open the file with a text program and save with with encoding UTF-8. 
Structure of the file will be shown by Calc also.

Expected behavior:
Calc should show the structure of the xml-file. Could give a warning about
indifferent encoding but should import data.
