In no case this is related to right or to left anything. The way the shortcuts are explained or defined are a key factor to qualify them as counter-intuitive. These shortcuts are not (or should not, if you will) be defined as moving (anything) to the left or to the right; that is the reason you find them counter-intuitive. They are not counter-intuitive when the definition is as I expressed them in comment 3. I also mentioned several negative effects of modifying the behavior depending on whether the worksheet is LTR or RTL. If needed, improve documentation / definition of these shortcuts, so they do not seem counter-intuitive.
