For the kf5 vcl plugin (and kf6 and qt6), widgets (most of the UI) are drawn via the Qt toolkit, not LibreOffice itself, and Qt adheres to the current Qt style, which explains why setting something else in the LibreOffice themes doesn't affect that part of the UI. As far as I remember, that setting is primarily for the document content (unless application theming is enabled and custom colors are configured for buttons,...), but Heiko and Sahil might be able to say more.
