Thank you for trying it out. I have dug a little bit and found that the popup
does not appear when there is no error (after uninstalling the Zotero
extension, this popup disappeared).

So to reproduce the problem:
1. when you are on a system without Java environment
2. and extension requiring Java extension is installed

3A. and Java is enabled
4A. it causes "Java Runtime missing" error

3B. and Java is disabled in the preferences
4B. then popup prompting you to enable Java appears.

So it seams that the prompt to enable Java is just and error message in
disguise. Both errors would be much more useful if they actually informed the
user about what extensions/part of the LO is having the problem.
