The new root level menu will hold the items we're moving out of the Format
menu. It will be the "Object" menu.

If we want to phrase it on a higher level: Either: "A menu for actions on, and
setting non-formatting properties of, objects in Writer documents"

This categorization is indeed not covered by the existing menus, considering
their titles:

File   - regards the whole document/file, not individual objects.
Edit   - is about the document text, not (floating) objects
View   - about display, not actions (although there might be a bit of overlap
in principe)
Insert - We can insert new objects here, not work with existing ones
Format - Here was set formatting properties; under Object it'll be
non-formatting properties (*)
Styles - The object menu does choose a style to apply nor edits styles
Table  - Tables are not the kind of "objects" we're talking about (or we can
think of them of special objects which deerve their own special menu)
Form   - Going away; and if it did
Tools  - this is the "miscellaneous" menu, so it can have anything, but in
practice there are items in Tools which fall under the title
Window - obviously
Help   - obviously


(*) We could relax the distinction slightly in favor of object-specific
formatting properties being available under the Object menu rather than the
Format menu, similarly to how Table > Properties... also involves formatting.
