If you mean ODF, I don't think so, but I could be wrong.

Please consider that the Date acceptance pattern setting is aimed at typing-in,
not when importing CSV, which is controlled by the Text Import dialog.

This report is currently mixing several points that are somewhat related but
still independent. If you want to focus on some kind of heuristic in the Text
Import dialog for DD/MM vs MM/DD, that is one thing. The Locale setting in the
same dialog is another item for consideration. A different matter is the
possible parsing of "MMM" (also dependent on language). And a third independent
issue is typing-in dates, which is independent from importing CSV.

This mix-up is the reason for my suggestion to discuss things in some forum,
and only when things are clearly focused on one issue, then an enhancement
request can be filed in, one issue per report.

Considering that the manual possibilities are already there (including the
possibility that a string such as "20/01/2026" might not be intended as a date
at all), careful consideration should be taken, not to make the process of
importing any kind of data (not just dates) slower than it is now, just because
some "automatic" parsing could potentially be developed. FWIW, correcting and
improving the DATEVALUE() function in Calc would have much more impact.

You could contact developers in relevant devs mailing lists and by irc. To be
clear, I'm not a dev.
