This is a tautology.

In some if not many cases I disagree with shortcuts, at least assigned by
default.

This examples has a clear use case. "Eve wants to find the data point Foo on
one of her sheets and uses "Next Sheet" to traverse over the sheets."

I'm buying this accessibility argument.

The task is to add UNO commands to move the current sheet to left and to right
until it becomes to first/last. We should not assign a shortcut to the new
command by default.

I'm not a developer neither I'm the only one who decides. If I was rejecting
your ticket (or will do in the future) feel free to reopen and I'll not touch
it again.
