Something is clearly wrong with the integration with Win11, but I am going to
set this => WFM or evn Not Our Bug, in the sense that what Ninite does to
repackage the LibreOffice build is out of the projects control.

If you'd like, for further testing, you could download the full LibreOffice
project built and released MSI installer from:

https://downloadarchive.documentfoundation.org/libreoffice/old/

Then install from an admin command window or PS. with 
msiexec.exe /i <path to .msi>, 

You'd be able to configure the features that Ninite packaging
obscures--including the optional 'Windows Explorer Extension', and then use the
native MSI from AppWiz.cpl to 'modify' the installation and include/remove the
Windows Explorer Extension feature.
