As of 7.6.1, the same is true about the first page and the bottom border - if the first row has a top border, then the last row on the page will mirror that border. I assume that those older hacks are probably obsoleted by vmiklos' work (although his changes depend on it in certain instances. According to Miklos' comments, I expected that MS Word would look similar to how LO is doing it. But it doesn't - at least not for my example document.
