So just to clarify. The OOo intention was not concerned about the outside borders, but the intermediate borders (the borders between all the cells). Intermediate borders are implemented as bottom borders for each cell. So at the top of the page (where the bottom border from the previous page doesn't affect it) there would be a missing intermediate border at the top of the page (unless it was 'copied' from the bottom border). So the assumption is that the table will be uniform - that if one cell has a bottom border they all will have a bottom border.
