Document that doesn't work

Check out this document.

I am trying to highlight y/Y green then mark everything else red. the
conditional formatting doesn't work in any way, values are formatted
incorrectly no matter what i try

I have tried equals/not, contains/not, begins with Y/begins with N.

in the current document i'm using equals/not. I have half formatted general and
half formatted text
- all the blank cells going green.
- no matter what value I enter it's always red.
- in some versions a 0 will go green like it's expecting a true/false formula
- I have also had the correct value have no colour but i'm not sure how that
happened

I'm not trying to recreate the wheel here it should be green or red. why is
this happening?
