I'm seeing this as well, with 4.2.6.3 on fully-patched Win7/64. Simple way to
reproduce:
1) open Windows Explorer
2) pull to one side so that the window occupies half the monitor width
3) double-click on whatever.ods
4) LibreOffice launches and opens whatever.ods maximized, but it remains behind
Windows Explorer
5) Clicking on LibreOffice doesn't bring it to the front. Only closing Windows
Explorer allows you to see whatever.ods.
