please try to import this file.
Open my and your file in text editor and compare.
Dfference is in the meta tag
<meta http-equiv="content-type" content="text/html; charset=UTF-8" />
Your file is probably in html5 and LO recognize only html4 - see
http://www.w3schools.com/tags/att_meta_charset.asp
I think this is not a bug, but maybe enhancement.
