I see this bug as well in Libreoffice 7.1.
In 7.0 it works as expected.
(Running in Windows10 20H2)

Aditional Info:
It is NOT the case, that the button to Toggle the "Master" view is not working.
The button is just not existing in the Navidator in "Normal" mode anymore.

When comparing Version 7.0 with 7.1 it can be seen that the button to toggle
the view is normally located on the left of the dropdown in the first line of
controlls within the navigator(in 7.0).
In 7.1 this Button is just not there anymore.


To add to this confusion the button to toggle the view normaly displays the
same icon as the button used to "Switch Content View", wich is the leftmost
buttton on the second line of controls within the navigator in "Normal" view.
So additional to fixing this issue it might be a good idea to create an
individual icon for the "Toggle Master view" button.
