I guess the UI could do a better job at guiding. If a button is not usable in a
dialog, I'd expect it to be in an inactive / greyed out state, instead of
having no hint whatsoever that a step was missed.
The dialog does not hint at all that text needed to be selected before opening
the tool.

The help page does mention selecting content is needed:
